Achtomo runs a small, fast, ugly boat out of the northern harbors and uses it to do the thing no imperial captain will do: he sails the Skinning Grounds on purpose. The waters between Shinori, Pukot, and the Tamadrezan coast belong to Agtakkeri, the dark green dragon that has made the northern approaches to Pesalolo a graveyard for anything flying Gorathi colors. The empire marks those waters on its charts with a skull and routes around them. Achtomo routes through them, because the same dragon that strangles Gorath's shipping has no interest at all in a battered Tamadrezan fishing hull carrying people who are not Gorathi and not for sale.

He has learned the dragon the way other men learn a reef. Agtakkeri takes ships, not swimmers, and hunts by imperial colors and the smell of a slave hold, so Achtomo flies nothing, carries no cargo worth the name, and times his crossings to the dragon's own rhythms of feeding and patrol. To his passengers, freed Drasnians who have just been told the next leg runs straight into the most feared water on the coast, it looks like madness. It is the safest part of their whole journey. Gorath cannot follow him there.

None of it is guaranteed. Agtakkeri is ancient, cunning, and not in any sense his ally, and a single bad reading of her temper would leave Achtomo's hull on the rocks of Shinori with the rest of the wrecks. He carries no illusions about being protected. He is simply a man who has measured a monster precisely enough to live in the gap she leaves, and who ferries other people through that gap for as long as his luck and his arithmetic hold.
