Mirko is the sole city-state on Gyosha Island, built along a natural harbor cut into the island's eastern cliffs. The city exists almost entirely as a function of its docks: warehousing, chandlering, minor repairs, and the commercial leverage that comes from sitting on a transit route between Iqes and the southwestern island-chains.
Governance is a council of the harbor's major berth-holders—the families that own the large deep-water slips can outvote everyone else combined. This has kept Mirko commercially focused and politically cautious. The city avoids formal alliance with either Iqes or any coalition of smaller states, a neutrality that occasionally makes it the preferred meeting ground for negotiations neither side wants held on the other's territory.
The city is small—a few thousand permanent residents—but swells substantially during peak trading seasons when the Elorinia currents favor westward runs.
