Vrak'nik rose with the Tarnak founding-shamans' formal rejection of post-Craggus civic-mankind framing — the doctrinal moment Ulkevolm blood-shamanism declared itself the older worship and the more honest, on the grounds that any spell worth saying takes blood from someone, and the question is only whose.

Worshipped by: Tarnak blood-shamans, the pact-witnesses (Ulkevolm clan members trained to read the cost a spell will require before the shaman binds it), the price-keepers who maintain the accounting of who has paid what for which spell across the Tarnak clans. Tarnak does not worship Velarion. The exclusion is doctrinal: Velarion's civic-mankind framing treats the spell as the polity's instrument, and Ulkevolm shamanism teaches that the polity that does not pay its own blood for its own spells is a polity that has hidden the cost rather than abolished it. Vrak'nik's domain is the price. Every spell in Ulkevolm doctrine has a price, and the price is paid in blood — the shaman's, the pact-witness's, the supplicant's, or the supplicant's kin's. The shaman does not choose which body pays; the daemon chooses, by a calculation Ulkevolm doctrine names the "measurement of necessity." A small spell, called from a shaman with reserves left from the last calling, may take only a finger's worth from the shaman's own forearm. A great spell — to break a fever in a child, to hold a wall against a siege, to call a wind that turns a galley — may take a hand from the shaman, or a year of strength from the supplicant, or in the worst case the entire body of someone the shaman has named in the binding. The shaman cannot lie about the price; the binding will not hold if the shaman has not named who pays before the spell begins.

The grimness is not theatrical. Ulkevolm shamans are not cruel by doctrine, and the Tarnak clans are not slavers; the price is paid willingly or the binding fails, and a shaman who tries to take a price from someone who has not consented finds the spell broken and the cost transferred entirely back to the shaman's own body. The cruelty is in the doctrine's refusal to pretend the price does not exist. A Tarnak child who has been treated by a blood-shaman knows what was paid to break their fever, knows whose blood was used, and knows whether the payer was a kinsman, a debtor, or the shaman themselves. The community keeps the account. The price-keepers' rolls are read at the year-turning and the accounts are settled — by labor, by gift, by reciprocal binding — within the season.

Vrak'nik's shrines are the binding-circles cut into the clan-floor of each Ulkevolm long-house, a low concentric pattern of grooves the shaman opens with the working blade and floods with the named blood at the start of each spell. The grooves carry the blood to a central catch-stone where the daemon's mark is held to receive it; the catch-stone is washed at the season-turning, never between. The lore-handle Tarnak shamans speak before any binding is: "every prayer costs blood; the question is only whose, and the question is the worship." The doctrine that follows is that a culture which has stopped asking the question has not stopped paying the cost; it has only stopped knowing who pays.
