Roule controls the Passage absolutely. Naval checkpoints at both ends inspect vessels, collect tariffs, and turn away anyone deemed undesirable. Nylos fishing boats must obtain Roulean permits. Smugglers use hidden coves and night sailing, but the penalties for getting caught are severe.
