Controls the central passage through Labyrinth Sound—the Kelwin Throat, the most technically demanding stretch of navigation in the region. House Vethros has held Kelwin for four generations, and their pilots are considered the finest in Mueras. Ships that can afford the premium pay Vethros rates; ships that can't take their chances with the cheaper (and riskier) northern or southern routes.
Kelwin itself is smaller than Bazz but wealthier per capita. The city is built into a narrow canyon where the Sound pinches tight, with structures climbing both walls. Bridges span the gap at multiple levels, creating a three-dimensional urban space that visitors find disorienting.
