The bay's inlets and coves have always sheltered smugglers and, occasionally, pirates. Aal Salma's navy patrols when it can, but Masaad Takid has too many hiding places to control completely. The authorities mostly focus on keeping the main shipping lanes clear and let the margins police themselves.
